The development and plan of the national strategic petroleum are introduced in the paper and from the aspects such as the area location,market hinterland,berth tonnage,the place for construction,dispatching condition and associated facilities and etc.,it is discussed that the port condition is the important factor to select the national strategic petroleum reserve base.
