摘要
为了进一步简政放权,国务院开始推行"多证合一"的企业登记制度改革。企业设立登记时由分别到工商、税务、质监等多个部门办理证照改为由只需办理载有统一社会信用代码的营业执照。政府各部门之间协同受理审批业务、数据共享互认。基于SOA系统架构和消息代理技术可以对相关部门业务应用进行整合,为"多证合一"的企业登记业务的实现提供有效的技术解决方案。
In order to realize a further streamline administration and institute decentralization,the State Council began to carry out the revolution for the enterprises with a multi certificate.When setting up a business,it has been changed from applying for a number of the certificates in the departments,such as the industrial and commercial bureau,the revenue tax bureau and so on,to applying for only one business licenses which bears the unified social credit code.And each of the government departments will cooperate to accept and hear the case,share and recognize the same data.On the basis of the SOA system and Message broker Technology,this essay discussed the combination of the business application in the relevant departments and how to deal with the implementation scheme of the register technique for the enterprises with a multi certificate.
