摘要
作为对理性决策模式的反思,渐进决策理论将政策制定看作是对以往政策行为的不断补充和修正过程。中国政府建设世界一流大学政策经历了"211工程""985工程"和"双一流"政策几个阶段,三者的继承创新勾勒了中国政府推进世界一流大学建设的路径、模式选择,存在于不同阶段但目标指向一致的世界一流大学政策,无论是政策制定还是政策执行均呈现出渐进决策的特征。本文试图以渐进决策理论的视角来解析中国政府推进世界一流大学建设过程中的政策特点,梳理中国政府推进世界一流大学政策变迁的内在机理。
As a reflection on the rational decision-making model,incrementalism regards policy formulation as a process of continuous supplementation and revision of past policy actions.The Chinese government’s World-Class University policy has experienced the'211 Project','985 Project'and'Double First-Class'construction policies.The inheritance and innovation of the three outlines the paths and models for the Chinese government in promoting the construction of first-class universities.The policies that exist at different stages but with a consistent goal are characterized by Incrementalism both in terms of policy formation and implementation.This paper attempts to analyze the policy characteristics in promoting the construction of first-class universities from the perspective of incrementalism and to sort out the internal mechanisms through which the Chinese government seeks to promote policy changes.
