The CCP 16th congress report emphasizes that we should put the sustainable development on a very outstanding position and stick to the fundamental national polices of environment protection and resources protection. Through the summarization of achievements, experience and existing problems in ecological construction of Haihe River Basin water and soil conservation, the author fully realizes the cruel reality that the degradation trend of Haihe River Basin ecological environment has not been basically turned back, and puts forward the principles followed by ecological construction in Haihe River Basin and important tasks.
