摘要
社区卫生服务属于国家公共卫生部门承担的公共管理事务,本研究通过调查上海徐汇区某街道社区居民对当地社区卫生服务中心利用情况和在社区卫生服务中心就诊的感觉,分析居民对社区卫生服务机构的需求及满意度,并分析相关的影响因素;本次调查结果表明,上海某区居民的社区卫生服务利用程度和满意度有待进一步提高,影响社区卫生服务中心的利用程度和满意度主要体现在政府行政职能、社区居民就医习惯、政府宣传力度、服务模式等;本文结合新公共服务理论,提出了政府部门在推动徐汇区社区卫生服务发展所需的策略及建议,具体包括:加强服务政府建设;以社会公益为出发点;鼓励居民参与社区卫生服务等。
Community health service belongs to the public management affairs undertaken by the national public health department.This study investigated the needs of community residents in Xuhui District of Shanghai for local community health service centers and their perceptions of visiting community health service centers,and analyzed the utilization degree and influencing factors of community health service institutions.The degree of utilization and satisfaction of community health services of residents in a district of Shanghai need to be further improved.The influencing factors of utilization and satisfaction of community health service centers are mainly reflected in government administrative functions,seeing a doctor habits of community residents,government propaganda and service modes.Based on the new public service theory,this paper puts forward the strategies and suggestions needed by government departments in promoting the development of community health services in Xuhui District,including:strengthening the construction of service government;taking social public welfare as the starting point;encouraging residents to participate in community health services and so on.
