摘要
科技社团需要一定的能力来保证其使命和宗旨的实现,构建能力要素模型可以为组织的能力建设和能力评估提供理论依据和测量标准。通过词频统计、文本分析和深度访谈,可以发现全国性科技社团使命和宗旨的特点。以此为基础,引入反映能力的非营利组织有效性评价模型,构建科技社团能力要素模型,从领导能力、适应能力、管理能力和技术能力四个方面确定科技社团的能力构成,全面反映科技社团所应具备的能力,为进行科技社团能力评估奠定基础。
The science and technology associations need certain capacities to ensure the completion of their missions and purposes. Building capacity model can provide theoretical basis and measurement standard for organizational capacity building and capability assessment. This paper employs both quantitative and qualitative data analysis methods including word frequency analysis,text analysis and in-depth interviews to clarify the missions and characteristics of the science and technology associations. This paper thus can introduce the assessment model that reflects the effectiveness of general nonprofit organizations in the light of this study. This paper suggests that the capacity model for science and technology associations should consists of four key elements: leadership, adaptive capacity, management capacity, and professional capacity. It is expected that this comprehensive model can provide the theoretical and practical foundation for the capacity assessment of science and technology associations.
