摘要
软科学研究有其自身的特点和要求,迫切需要有相应的项目管理流程与项目立项咨询评价指标体系和评价方法。笔者在设计软科学研究项目的管理流程时特别强调以下几点:(1)对研究项目整个过程的管理;(2)制定严格、科学、易操作的评价指标体系和评价方法;(3)对项目的动态管理;(4)项目的应用水平。软科学研究项目立项咨询评价指标体系的设计则特别强调软科学要与地方科技、经济和社会发展问题紧密结合。此评价指标体系和评价方法已分别在2001年和2002年某省软科学项目立项咨询管理中被成功地应用。
Owing to the characteristics and requirements of soft science research,it is necessary to advance a corresponding indicator system of consulting and appraisal and evaluation approaches.In the design of management flow for soft science research projects,the following points are stressed in this paper:(1) the management of the whole process of research projects;(2) a scientific and practical appraisal system and evaluation approaches;(3) a dynamic management;and (4) the applicability of projects.It is also emphasized that this design should be closely connected with the local scientific and economic development. The evaluation criteria and method have been successfully applied in the process of the selection of the soft science research projects of one provice in 2001 and 2002.
