国有中小企业产权制度改革的成功与否,关键要抓住资产处置、身份置换、安置方案、股权架设、治理结构五个环节。处理好五个环节的关系,国有中小企业主权制度改革就有了前提保障。
The success of carrying out the system reform for the ownership of property(assets) of state-owned small and medium-sized enterprises depends on whether the following five key links are firmly grasped, i.e., disposition of property, changeover of identity, plan of arrangements, frame structure of share ownership, and structure of governace, and moreover their internal relations should be well handled as the essential prerequisite for the assuranee of carrying out the reform for property ownership system of state-owned small and medium-sized enterprises.
