摘要
本文主要分析了高等教育宏观管理体制改革的特征和趋势 ,探讨了西部地区在现有条件下建设一流大学的体制性障碍 ,提出了西部建设一流大学如何发挥政策优势和克服体制性障碍的若干建议。
The article analyses mainly the character and the trend on higher educational macro-management systematic reform, discussing the current systematic obstruction about constructing the first-class university in the west of china and bring forward some propositions about how to develop the advantage of policy and overcome the systematic handicap in constructing top university in the west.
