摘要
设计工时定额是合理确定各类煤炭建设项目设计周期的重要依据,是确定一个建设项目合理投标报价的基础,也是促进煤炭行业设计企业深化改革和提高科学管理水平的途径。通过对煤炭行业建设项目任务特征及主要设计企业的各类项目、各设计阶段、各设计专业、各设计岗位的工时定额指标统计分析,用综合分析方法判定不同项目影响设计工时投入的主要影响因素,构建煤炭建设项目设计工时定额体系并建立数学模型,给出可不断优化与细化的设计工时定额确定方法,可供煤炭建设行业管理部门、设计企业、项目建设企业在项目咨询设计招投标合同谈判、企业内部精细化管理等方面提供行业基准依据。
Man hour quota for design is an important basis for reasonable design period definition of various coal construction projects and foundation to determine a reasonable construction project tender offer,also an approach to deepen reform and promote scientific management level of design enterprises of coal industry.Through statistical analysis on coal industry construction project characteristics and the main design of enterprises of all kinds of projects,each design phase,the design professional,man-hour quota of design jobs,in this paper,comprehensive analysis method is applied to determine different influencing factors of project design hours to establish a coal construction project design man-hour quota system,and a mathematical model to continuously optimize and refine design man-hour quota.It provides benchmark criteria for construction of coal industry administration,design and project construction enterprises in bidding contract negotiation,project consulting engineering enterprise as well as internal refinement management.
