摘要
文化政策是一国执政党意识形态的重要体现,文化政策对文化大众化和文化现代化起到重要的引领作用。当代中国实现文化治理现代化,其本质在于优化国家治理的精神结构和民族心理。通过文化政策的规范与引导,推动主流文化精神及其价值重建,是中国文化治理的核心议题。当代中国文化治理实现的基本路径是准确把握文化价值内涵,从文化政策伦理维度体现文化政策的公共利益性,促进文化的多样性和文化产业的繁荣发展,切实重视传播媒介对文化发展的影响力。
Cultural policy is an important manifestation of ruling ideologies. At the same time, it plays a leading role in cultural popularization and modernization. The essence of contemporary Chinese cultural governance is to optimize the spiritual structure of governance and national psychology. The core issue is to promote the mainstream cultural spirit and reconstruct its value through norms of cultural policy and guidance. From the perspective of cultural policy ethics, we should reflect public interests in cultural policy, to promote cultural diversities and prosperity. We should also pay attention to the influences of the media on cultural development.
