摘要
乡村文化治理内涵丰富,以整合性视角囊括了作为治理对象、治理方式、治理模式的“文化”,是国家治理体系的重要组成部分和题中应有之义。乡村治理的文化面向是乡村治理变迁的重要趋势。从理论逻辑上看,乡村文化治理是对农村社会管理向社会治理跃升的超越;从历史逻辑上看,乡村文化治理是中国式现代化在乡村治理实践中的体现;从现实逻辑看,乡村文化治理是落实乡村振兴“总体要求”和实现“五大振兴”的要求。通过乡村文化治理实现乡村“善治”,需要从理论自觉层面正确把握治理对象、治理方式、治理模式的关系;在模式迭代层面推进乡村治理模式由社会管理、社会治理向文化治理转型升级;在文化铸魂层面厚植中国式现代化在乡村治理中的文化根基;在政策落地层面加强乡村社会政策制定的文化调适。
The connotation of rural cultural governance is comprehensive,Which encompass the“culture”as the governance object,governance method and governance model from an integrated perspective.It is an important component and inherent meaning of the national governance system.The cultural dimension of rural governance represents a significant trend in the transformation of rural governance.The governance of rural culture is a leap of the elevation from rural social management to social governance in terms of theoretical logic,a reflection of the Chinese Path to Modernization in the practice of rural governance in terms of historical logic,and a requirement to implement the overall requirements of Rural Revitalization Strategy and achieve the Five Revitalization in terms of practical logic.To achieve“good governance”in rural areas through rural cultural governance,it is necessary to correctly grasp the relationship between governance objects,governance methods,and governance models from a theoretical Consciousness perspective,promote the transformation and upgrading of rural governance model from social management and social governance to cultural governance at the level of model iteration,cultivate the cultural foundation of the Chinese Path to Modernization in rural governance at the level of cultural soul casting,strengthen cultural adaptation of rural social policy formulation at the policy implementation level.
