介绍了美国旧金山湾区城际轨道交通的基本情况及主要特点。该轨道交通为公有公营 ,为政府模式决策 ,企业模式管理 ;实行公交化、通勤化运营 ,并能与其它交通方式协调发展 ;其规划具有长期性、连续性并由公众广泛参与 ;其融资具有稳定性 ,资金来源于联邦政府、州政府的拨款以及县一级的资金 ;项目的社会效益明显 ,但自身经济效益弱。
The author firstly introduces the basic information and main characteristics of the inter-city rail transit in San Francisco Bay Area, USA, especially the Bay Area Rapid Transit District(BART) which is owned and operated by the local government, with governmental decision and managed by enterprises. The inter-city rail-transit serves for commuters and the inner city passengers with regular departure timetable, just like other types of transportation. Because of its long-term planning, the public supervision and participation, the stable financial aid from the Federal Government, the state and the Local governments, the author argues that inter-city rail transit has an evident social benefit, but the economic benefits is relctively obscure.
