摘要
完全用水系数和增加值用水系数是利用投入产出技术研究水资源利用状况的两个重要指标 .完全用水系数比传统的直接用水系数更准确地度量了部门生产活动对水资源使用的影响 ,而将占用和进口 (输入 )因素引入完全用水系数的计算可克服传统计算方法的两个主要缺点 ,使计算结果更加合理 ,更具有实际价值 ;增加值用水系数也在度量各部门水资源经济效益方面比传统的用水定额具有优势 .根据所提出的计算方法 ,利用 1999年全国水利投入占用产出表进行了实际计算 ,并应用它来分析中国 1999年的主要产业用水情况 .
The total water input coefficient and the water input coefficient for added value are two important indexes for studying the utilization of water resources by use of the input-output technique. Compared with the conventional direct water input coefficient, the total water input coefficient provides a precise method to measure the influence of departmental productive activities on the utilization of water resources by introduction of the occupancy factor and the import factor, making the calculated results more reasonable and applicable. Meanwhile the water input coefficient for added value is superior to the conventional water quota in measuring the economic benefits of water resources of each sector. According to the 1999′s water conservancy input-occupancy-output table of China, the present method is applied to the calculation of the water input coefficient and analysis of main industrial water input in China for 1999.
