摘要 伴随着司法体制改革的砥砺前行,用数据识别研判民意倾向和衡量司法公开成效的司法舆情监测评估从应然层面的学理探讨转变为实践层面的创新运行机制。人工智能时代的来临一方面为司法舆情监测评估的自创生系统实践逻辑提供了真实的生活场景,另一方面也推动了司法舆情监测评估的人工智能发展路径成为可能的生活事实。人工智能的数据挖掘技术、可视化技术和自动化分析在评估活动中具有巨大的优势,助推司法舆情监测常态化、预警决策的精准化。因此人工智能开启了司法舆情监测评估的转型和升级,以人工智能为技术支撑,从历时性的维度构建司法舆情监测的数据库和案例库,从共时性的角度剖析司法舆情的内在机理与发展态势。在此基础上,通过搭建信息数据平台预警司法舆情的走向和优化司法公信力的现实路径,必将成为发展趋势和前沿动向。 In recent years,with the increasing diversification of the judicial system reform and the increasing demands for public opinions,the monitoring and evaluation of judicial public opinion as a measurement tool to measure the effectiveness of judicial openness and a vane to identify public opinions have been implemented from the theoretical perspective.For the practical level of innovation operating mechanism.Looking at the theoretical discussion on the assessment and evaluation of the judicial public opinion in the current academic world still faces many conceptual misunderstandings and theoretical blind spots.There are also many operational problems and methods in the practical operation level.To improve the pertinence and effectiveness of the monitoring and evaluation of judicial public opinion is not just a change in technology,but a systematic project that bears the diachronic nature and synchronicity.We need to focus on theoretical innovation,institutional mechanisms,and other aspects.Innovation and improvement.The advent of the era of big data,on the one hand,provides a personal perspective on the theoretical planning of self-initiated student systems for judicial public opinion monitoring and evaluation,and at the same time it also promotes the gradual progress of market monitoring,evaluation,and intelligence in judicial opinion monitoring and evaluation.
