摘要
伴随改革不断深入,作为教育体制机制改革的一项重要政策举措,教育管办评分离改革从最初的被动改革正向主动改革转变,政府由过去的主要主导部门正向拥有一定责权利部门转变;政府具体向学校下放一定的人财务管理权限,学校办学自主权有所扩大;学校评价由单一评价向社会多元评价方向转变。政府、学校和社会之间关系正得以重建,为实现教育治理现代化奠定了较好的实践基础。
As an important policy measure in the reform of the educational system and mechanism,the reform of education management and evaluation separation has changed from the reactive reform to the proactive one.Specifically,the government should delegate certain personnel power,the financial power and the property power to the school,and the schools can expand their autonomies. School evaluation should transform the single evaluation to the social’s multiple evaluation system.The relationship among the government,the school and socirty is being rebuilt,which lays a good practical foundation for the modernization of education governance.
