摘要
互联网时代打破了民众与中央政府的沟通壁垒,实现了二者在社会政策过程尤其是政策制定环节的网络互动。这一社会政策过程模式可概括为'双向沟通—循环修正'框架,即政策前台与社会成员在网络互动场域中,以网络媒体为中介,达成'筛选表达—政府反馈'的双向沟通,并在持续的双向沟通中实现对政策方案循环修正的过程。此模式增强了民众'自下而上'的利益表达能力,但也有其自身的缺陷,主要表现为对某些弱势群体发声的排斥、'营利性'网络媒体的负面效应以及循环修正的高成本等。因此,应谨慎、合理地利用网络互动模式,进行政策的制定和修正。
Communication Blocks between the public and central government are removed in internet age,thus realizing the network interaction between the two in the process of social policy,especially in policy making.The frame for this process of social policy can be summarized as two-way communication—cycling modification frame,that is,in the network interaction field,front policy-makers and social members,with network media as intermediary agent,arrive at a two-way communication of expression screening-government feedback and realize the cycling modification of policy schemes in the continuous two-way communications.This pattern increases the expression ability of public interests,but it also has some defects of its own,namely,rejection to the expression of some disadvantaged group,negative effect of'for-profit'network media and high cost in cycling modification.Therefore,in policy-making and revising,network interaction pattern should be used prudently and reasonably.
