大庆油田苏丹项目当地雇员HSE培训管理探讨

摘要 根据大庆油田的主要海外技术服务市场——苏丹的石油工业发展、劳动力现状、油区部落和雇员情况以及文化特殊性等,分析开展当地雇员培训面临的问题和挑战,逐步摸索和实施了一系列的HSE培训管理方法,包括开展雇员国际资质取证培训,培养苏丹当地培训教师,实施项目部集中培训,HSE部现场巡回培训和作业队培训相结合的多层次培训体系,在实践中收到了实效。 Daqing Oilfield Limited Company provides petroleum engineering and technology service in Sudan.Based on Sudan's petroleum industry development,tribes,labor force and employees situation,detailed analysis of the cultural difference,employee quality,language difference,loss of employees and employee strike is conducted to summarize difficulties and challenges in HSE training of Sudanese employees. A series of HSE training programs are implemented gradually,including training of Sudanese employees for getting international HSE qualification certificates,training of Sudanese personnel for working as specialized training teachers,implementation of training program at multi-levels,emphasis on the role played by the outstanding Sudanese employees in training,fully arousing the enthusiasm of Sudanese employees participating in training. Through much efforts mentioned above,good HSE performance is achieved in practice.
