摘要
随着国内企业国际化步伐加快,海外项目面临的安全风险和挑战不断增加,而安全风险本身也从简单的生产安全风险转变为由生产安全与社会安全相结合的复合安全风险。以"HOT"模型为基础,从"人-组织-技术"三方面对目前国内企业海外项目面临的复合安全风险进行阐述和分析,并给出相应的应对与预防措施。在此基础上,提出根本性解决海外项目所面临的安全风险的方法——安全文化建设,并加以分析和研究。最后,针对我国企业安全建设的国际化问题给出对策。
With the acceleration of domestic enterprises internationalization, overseas projects faced increasing safe-ty risks and challenges, and the risk itself from simple production safety risk shift the composite safety risk com-bined production safety with social security.In this paper, based on the model of "HOT", elaborating and analy-zing the current composite safety risks which domestic companies’ overseas projects are facing by"Human-Organi-zation-Technology"three sides, and gives the corresponding response and prevention measures.On this basis, put forward the fundamental solution to the overseas projects safety risks-safety culture construction, than analyzed and studied it.Finally, the countermeasures to internationalization of domestic companies’ safety construction are giv-en.
