摘要
本文首先梳理了农业科技创新与立项评价等相关理论,对农业领域科技支撑计划项目中具有较强创新性的入库项目申请书、结项书进行案例分析及专家访谈,在质性研究的基础上初步提出针对农业科技项目基于创新性的41个立项评价指标。而后组织专家专门针对应用开发类项目就指标进行重要性打分,通过验证性因子分析得到针对应用开发类项目创新价值的9个一级指标和35个二级指标。本文所采用的层次-熵值组合赋权方法所得到的权重与常见的方差最大化组合赋权法权重相比差异并不大,但因前者在权重分布的分散度上有所收敛,所以说这种分层赋权的方法在收殓权重分布的基础上保证了权重的有效性。本研究在国家"完善创新驱动导向评价体系"政策导向的背景下,为农业领域项目的评审专家理清评审思路,发现具有创新价值的科技项目提供参考。
Firstly,the author analyzed the agricultural S&T projects and other related theories of agricultural S&T projects which had strong innovative valuation,and established preliminary evaluation index. Then the experts put forward the importance of this index,through confirmatory factor analysis to get 9 indicators for the first level and 35 indicators for the second level. The weight of the new hierarchy entropy combination weighting method of the index weight,compared with the commonly used weighting method and the maximum weight of the common variance of the combination of the difference is not large,but because of the convergence of the weight distribution dispersion has to a certain extent,so this method of layered empowerment based on the weight distribution is to ensure the validity of the weights also played the effect of convergence of weight distribution. In this study,the national innovation driven perfect evaluation system policy background,clarify ideas for the agricultural sector review project evaluation experts,but also provide a reference in the project design for the project application.
