摘要
基于网络信息体系作战能力对侦察情报能力建设提出了更高要求。针对军队侦察情报建设方面的短板弱项,应当确立科学的建设指导和思路,围绕"核心需求"打造"核心能力",始终把人才队伍建设摆到重要位置,并高度关注侦察情报能力建设过程中基本体系与重点项目、侦察情报与主战要素、先进手段与挖掘现有的关系,确保侦察情报建设的质量效益。
Based on the operational capability of network information system,higher requirements are put forward for the construction of reconnaissance and intelligence capability.In view of the shortcomings of the army in the field of reconnaissance and intelligence construction,it is necessary to establish scientific guidance and thinking,build'core capabilities'around'core requirements',and always place the building of a contingent of talents at an important position.It also pays great attention to the basic system and key projects,reconnaissance intelligence and main battle elements,advanced means and excavation of existing relationships in the process of reconnaissance intelligence capacity-building,and ensures the quality and efficiency of reconnaissance intelligence construction.
