摘要
随着实施积极财政政策力度的加大,国债成为推动经济增长的巨大动力,在国债投资效率不高的情况下,我国经济增长基本上是依靠国债积累率,进一步说是依靠国债规模投资的推动。本文在重点分析国债规模投资形成机理的基础上,提出三条对策性建议:一是矫正国债资金使用方向,提高国债投资效率,使经济增长由速度型向效率型转换;二是调整国债积累率,控制国债规模,努力防范财政风险;三是改变国债资金使用方式,加强资金管理。
With the enforcing of the active financial policy, the national de bt is becoming a great motive for the growth of the economy. Under the circumstanc e of the low national debt investment, the growth of our economy basically depen ds on the accumulation rate of the national debt, further more, on the motivatio n of the scale investment of the national debt. By emphasizing on the formation of the mechanism on scale investment of the national debt, this paper gives thre e pieces of suggestion: the first is to modify the direction of the application of the national debt, to improve the investment efficiency of the national debt, so as to change the growth of economy from the speed-type to the efficiency-t ype. The second is to modify the accumulation rate of the national debt, to cont rol its scale, so as to prevent financial risk. The third is to change the metho d of using the national debt and strengthen the management of the national debt.
