摘要
本文通过改革开放20年我国财政政策、财政体制的基本情况概述,阐述财政在发挥促进经济持续稳定发展的作用。着重剖析1998年以来我国积极财政政策实施所带来的中国经济持续增长的成效,并对“挤出效应”、国债资金的使用效益、减税、国债风险等问题进行分析探讨。
The paper gives a brief account of effect on promoting economic stable development and discusses the result of China's active financial policy. It also focuses on the efficiency of fund of treasury bond, tax reduction, the risk of treasury bond etc.
