摘要
通过对我国制度安排的分析,发现许多可能影响财政政策效果的旧有制度,在向新制度变迁时,必然会导致政府财政政策传导机制的梗塞,甚至出现政策的作用机制发挥失灵。当前实施的稳健财政政策,要达到良好的效果,必须从有关影响政策效应的制度安排上进行与之相适应的改革,同时在政策手段上多运用税收调节手段。
An analysis on our national system plan shows that the old system prone to bring about financial policy effect is sure to lead the transmission mechanism＇s obstruction of government financial policy, even the malfunction of policy mechanism. In order to reach ideal result, the steady financial policy in function at present needs reforms adaptable to it in the field of system plan concerning policy effect, and exercises more tax adjusting methods in policy measures.
