摘要
竞争和规模经济之间存在难以调和的矛盾,各国政府试图通过产业组织政策来应对这一矛盾。随着经济全球化持续深入发展与竞争政策加速推进,我国产业组织政策也面临着一系列新的问题,新旧问题交织使得高质量发展阶段的产业组织政策逐渐发生转变。当前,我国已形成较为完整的产业组织政策体系,且已实质性向竞争政策靠近,但促进生产集中、规模化经营依然是其核心内容。结合当前经济发展热点,从竞争政策基础性地位逐渐确立背景下产业组织政策转型的基本走向、促进国有企业与民营企业的公平发展、加快"扶大限小"向"促大扶小"转变、加强互联网领域的反垄断管制四个前沿问题对产业组织政策进行探析,并针对具体问题提出对策建议。
There seems to be an irreconcilable contradiction between competition and economies of scale,and governments are trying to reconcile this contradiction through industrial organization policies. With the continuous deepening of economic globalization and the acceleration of competition policy,China's industrial organization policy is also facing a series of new problems. The intertwining of old and new issues has gradually transformed the industrial organization policies at the high-quality development stage. Currently,China has formed a relatively complete industrial organization policy system,and the industrial organization policy has been closing to the competition policy; meanwhile,promoting production concentration and large-scale operation is still its core content. Based on the current hotspots of economic development,this paper analyzed the basic trend of industrial organization policy transformation,the fair competition between state-owned enterprises and private enterprises,the " supporting large and restricting small enterprises" turns to " promoting big and supporting small enterprises",and the antitrust in the Internet field from the background of the gradual establishment of the basic status of competition policy. Also,different policies are analyzed and the countermeasures are proposed.
