摘要
促进农村居民收入增长是'乡村振兴战略'的重要议题,以乡镇企业为主要代表的乡村非农产业极大地促进了农村居民收入增长。基于1987-2016年我国30个省份的面板数据,研究发现:(1)以全国整体来看,乡镇企业总产值和劳动者人均报酬对农村居民收入具有正向作用,上缴税金对农村居民收入作用为负。(2)企业劳动者人均报酬、乡镇企业总产值和上缴税金对农村居民收入作用随时间变化,引起变量系数突然变化的原因多与政策变化相关联。(3)乡镇企业总产值、劳动者人均报酬和上缴税金对农村居民收入的弹性作用具有空间分异性。最后对未来'乡村振兴战略'提出相应发展建议,包括健全全国惠农政策、减轻乡村非农产业发展税收压力、增加农村居民多种收入方式等。
Increasing rural population’s income is important to the'Strategy of Rural Revitalization'.Rural non-farm sector(RNFS),mainly represented by township and village enterprises(TVEs),greatly increased the rural income and alleviated rural poverty.Basedon the provincial panel data of 30 research units in China from 1987 to2016,the role of TVEs on rural income was verified.The results contain three main aspects.First,in the whole country,gross value and remuneration of TVEs had positive impact on rural income.The effect of tax revenue of TVEs was negative but not significant.Second,the effect of remuneration,gross value and revenue of TVEs on rural income changed with time.The critical nodes of the changes were often related with the changes of policies and economic environments during that period.Third,the spatial distribution of three variables’effects both overlapped and deviated with the changes of the variables themselves.Therefore,some suggestions for the government to increase rural income are given accordingly,including continuously improving the policy for the development of the rural areas in the whole country,decreasing tax pressure of the rural non-farm industries,creating more ways to increase the direct income of rural population.
