摘要
近年来收费公路问题一直是社会的热点和难点。而现有研究鲜见专门从"父爱主义"视角对收费公路行业问题矛盾根源的探讨。通过分析认为:收费公路行业国有经济适宜等级为"二级父爱主义",该等级下政府对收费公路行业国有经济适宜"父爱"程度基本模型应涵盖"父爱主义"政策决策者理性、政策抵消错误决定的得益、政策对市场主体的影响、政策执行成本、信息获取成本与整体行业利润改观。进一步研究表明,国家在资金有限的情况下可以从单目标和多目标决策两个维度实现"二级父爱主义"有效供给。现实中常会出现国家和国有经济主体就一定数量的"帮助"进行讨价还价,因此,需要设计外部舆论监督、内部有效制衡的机制进行预防博弈,并通过形成一个无限期博弈的环境解决决策时滞和"父爱"冲动问题。此外,可以通过提高收费公路行业国有经济主体租金的贴现因子和合理化每个时期得到的租金来解决道德风险问题。
In recent years,issues of toll roads have become heated and unmanageable problems in the society.However,few existing researches discuss these matters specifically from the perspective of'paternalism'.The analysis of this paper argues that:Appropriate degree of paternalism in state-owned economy of the toll road industry is the second level.The basic model of paternalism in this level should incorporate rationality of policy makers,benefits of offsetting wrong decisions with policies,political impacts on the market subject,cost of policy implementation,cost of information acquisition and the overall promotion of industry profitability.Further research indicates that,'second level paternalism'can be attained from two dimensions in the case of limited state funds:single objective and multi-objective decision-making.In reality,the government and the state-owned enterprises frequently bargain for a certain number of'support',therefore necessitating the design of external public supervision and internal checks and balances mechanism for prevention.In the meantime this paper suggests the development of a multi-period game environment for addressing the decision lag and impulsive paternalism problem.Besides,promoting the economic rent discount factor and rationalizing the rent in every period can be ways to solve the problem of moral hazard.
