摘要
在选择表征农业循环经济效率的5个投入指标和3个产出指标的基础上,运用数据包络分析方法中的DEA模型和GIS技术,评价湖南省14个市州2011—2013年农业循环经济发展的相对有效性的时空差异及其主要影响因素,结果表明:12011—2013年全省14个市州中有7个市州农业循环经济发展相对有效,7个市州相对无效。2在相对无效的7市州中,存在农业耗能、化肥施用量、农林牧渔业劳动力、农业年供水量过剩,以及农林牧渔业总产值、农村居民收入和粮食单产产出不足的问题;在相对有效的7市州中,投入指标值减少幅度不大,产出指标值增加幅度不显著,其主要是由于缺乏先进的农业技术、农业投入要素组合比例不合理、农业资源利用率低、农业循环经济模式的科技含量不高等原因所致。3必须建立减少物质投入,提高资源利用效率,优化设计农业循环经济发展模式,大力研发和推广运用农业循环经济模式的技术支撑体系,不断完善集资金、法律、经济于一体的管理保障体系,从整体上提高湖南省农业循环经济发展的有效性。
Five input index and three output index are selected to assess the efficiency of the agricultural recycle economy. Based on this, the spatial-temporal difference and its main influential factors of the comparative effectiveness of the development of the agricultural recycle economy of 14 states in Hunan province in 2011-2013 are assessed by the super-efficiency DEA model and GIS. The results are as follow: Firstly, among 14 states, the agricultural recycle economy of 7 states develops comparatively effective and the agricultural recycle economy of other states develops comparatively ineffective. Secondly, for the comparatively ineffective states, agricultural energy-consuming, chemical fertilizer amount, agricultural labors and water supply quantity are excess; for comparatively effective states, the reduction scope of the input index is small while the increase scope of the output index is not obvious.Thirdly, in order to improve the whole effectiveness of the development of the agricultural recycle economy in Hunan province, control measures should be constructed to reduce material inputs, increase resources usage efficiency, optimize its development mode, popularize its supporting technology system, and improve its management assurance system.
