摘要
村民自治从产生起 ,其政府———供给主导的性质决定了村民自治的目标蕴涵了不可避免的内在冲突 :国家资源提取与农民表达和维护自身利益的矛盾 ;落实国家政策任务与实现自我服务管理的矛盾。而这两个矛盾在传统的国家本位的政治社会结构的影响下和现代化的强大压力下又难以从根本上加以解决 ,因此只能循着构筑一个能容纳和协调双重自治目标的博弈机制的思路来解决这个问题。
With villagers' autonomy coming into being, the character of dominance by the government -supply decided that the objects of villagers' autonomy contained unavoidably inherent conflicts . One is the conflict between the state drawing resources and peasants expressing and defending self-interests, and the other is the conflict between implementing policies and tasks of the state and realizing self-management. But under the influence of the traditional political-social structure of state-departmentalism and the strong pressure of modernization, it is difficult to solve the conflicts utterly. So we can solve the problems only by the train of thought constructing a mechanism which can accommodate and coordinate double objects.
