摘要
地方保护主义产生有其理论上的必然性,但是也有其体制、制度、历史等方面的原因,经济转轨时期尤其如此。因此,要治理地方保护主义,必须强化整体利益,改革国家行政管理体制,规范中央和地方政府的关系,改革税收体制,加强法制建设,加大国有企业改革的力度,改革干部考核选拔机制。
The existence of regional protectionism has inevitability in theory,and is also attributable to factors like institution, system, and history, esp.in the period of economic institution reformational. So, to harness regional protectionism, collective interest should be strengthened, national administrative system and taxation system reformed, and stateowned enterprise reform deepened and so on.
