摘要
在振兴东北老工业基地进程中,作为不同利益主体的各级地方政府之间存在着交易关系和竞争关系,这种关系不能简单地用行政强制力和地方保护主义来加以调节,应采用市场的方式来解决,因此就构成了振兴东北老工业基地中的地方政府市场。文章探讨了地方政府市场的形成、现状及运行机制,以期能充分利用地方政府市场的有利因素,促进东北老工业基地的发展。
During the process of revitalizing the Northeast＇ s old industrial base, local governments are different interest subjects. There are relations of business and competition for comprehensive interests between them. These relations can＇t be regulated with administrative pressure strength and local protectionism either. It can only use the way of market to solve the relations of distribution and interests between them. This relation of market forms the market of local government. Fully study the form, current situation and operation mechanism of it, and utilize the favorable factor, can promote the development of northeast＇ s old industrial base.
