摘要
地方本科高校已成为科学研究和技术开发的重要力量。在科技开发过程中,地方本科高校投入大量的科技人员,产出了大量的论文和著作,但专利授权数偏少,科技成果转化率偏低。其原因主要是地方本科高校的发展历史相对较短、先行科研评价机制的制约、地方政府支持力度不够、服务体系不够完善等。因此,要转变观念、优化科研绩效评价机制、建立健全政产学研合作机制、完善服务体系。
Local universities have become an important force in scientific research and technological development.In the process of development of science and technology,the local universities produced a large number of scientific papers and monographs while fewer patent licenses have been achieved,and the rate of transformation of scientific and technological achievements is low.The main reasons are the relatively short development history of local universities,the restriction of current scientific evaluation mechanism,the insufficient local government supports,and the imperfect service system.Therefore,the ideas should be changed,the performance evaluation of scientific research mechanism be optimized,the political industry-university-institute cooperation mechanism be established and improved,and the service system be perfected.
