摘要
党的十八届五中全会鲜明提出创新、协调、绿色、开放、共享五大发展理念,而教育领域的开放在一定程度上体现在教育的国际化发展水平。《国家中长期教育改革和发展规划纲要(2010—2020年)》也明确提出要"提高我国教育国际化水平",基础教育阶段注重开放的国际化教育已成为重要趋势。北京市开始全面推动义务教育综合改革并不再审批新的公办高中中外合作办学项目,无疑为提供国际化教育的民办中小学创造了新的发展契机。民办中小学在开设国际课程中的师资队伍建设、课程体系建设、课程审批程序、与本土课程的融合等方面存在一定的挑战。学校需要建立中西融合的自主课程体系,培养稳定的国际化师资队伍,构建国际化人才培养目标。教育行政部门要加强对国际教育办学行为的监管,引导国际教育办学环境的健康发展。
The five development ideals'innovation,coordination,green,open,and sharing'have been clearly raised by the Fifth Plenary Session of the 18 th Central Committee of the Communist Party of China,and 'open'in education field is embodied to some extent by the international development level in education. Planning Outline of Education Reform and Development in China's Medium and Long Term( 2010—2020) also proposed definitely that'it is necessary to improve the internationalization level of China's education',and it has become the important tendency that the phase of elementary education also begins to emphasize the open international education. Since Beijing city began to promote the comprehensive reform in all directions in compulsory education,and didn't approve any more the new projects for Sino-foreign cooperation in running schools,private elementary and middle schools that provide international education may greet new development opportunities. In the process of offering international courses,there exist certain challenges in the construction of teacher teams,construction of courses system,process of courses approval,and integration with indigenous courses. The school should set up autonomous courses system that combine the east and the west,cultivate the stable international teacher team,and construct the cultivation aim for international talents. Education administrative department should strengthen their supervision on international education behavior in running school,and guide the healthy development for the international education environment.
