摘要
本文基于国际社会工作的转向,分析了我国社会工作发展的现状和路径。文章指出,在强制性制度变迁背景下,我国社会工作存在专业性悬空和职业性排斥两大积弊。为快速推动社会工作发展,需要采取底层视角,直接面对社会转型过程中的结构需求,特别要关注社会工作所面临的中国特定的历史和制度,比如民政工作系统与社会工作系统的相拒和相容,以及行政化管理体制对社会工作职业化的影响。考虑到国际社会工作转向中对本土知识的强调,文章从当前问题和内在机制出发,在国家策略层面提出促进我国具有本土特色社会工作发展的建议。
This research describes the developmental process and current status of social work in China based on the turn of international social work.In the context of an enforced institutional change,the developing social work in China is facing two deviations,which are professionalism dangling and occupational exclusion.The structural demand should be directly dealt with from an unprivileged perspective in promoting professionalization.Particularly,the social work environment with Chinese characteristics should be cosidered,such as the repellence and fusion between civil affair system and social work system,and the influence of administration system on the professionalization of social work.Emphasizing the local knowledge of the turn of international social work,this article starts from analyzing the current obstacles and internal mechanism,and ends by proposing the strategic choices for social work development on the national scale.
