摘要
自四川省遂宁市率先在全国创立重大事项社会稳定风险评估制度以来,已经历了十多年的发展历程。这项制度在预防社会稳定风险,化解社会矛盾方面发挥了特有的功效。但以正当程序原则对其进行审视,这一制度还存在着立法依据不足、评估主体单一、评估信息不公开及缺乏说明理由等问题,应通过完善立法、评估主体保持中立、公开信息披露及充分的说明理由等措施加以完善,以保障此项制度健康发展。
Since Suining City,Sichuan Province,took the lead in establishing the social stability risk assessment system for major events nationwide,it has gone through a process of more than ten years.This system has played a unique role in preventing social stability risks and resolving social conflicts.But to review according to the due process principle,this system still exist insufficient legislation basis,evaluation subject,evaluation information is open and the problem of lack of reasons should be evaluated through perfecting legislation,the main body to be neutral,public disclosure of information,and fully explain the reasons,to be perfect in order to ensure the healthy development of the system.
