摘要
人的全面发展是小康社会的重要价值目标 ,提高人的全面素质是建设小康社会的必要条件。在小康社会建设中要体现以人为本的精神 :关注贫困人口和弱势群体 ,千方百计改善其生活状况 ;促进人和自然的协调与和谐 ,使人们在优美的生态环境中工作和生活 ;大力推进素质教育 ,积极开展科普工作 ,为人们才能的发挥创造良好条件 ,促进国民科学素质的提高和全面发展。
The citizens' all-round development is an important goal of a moderately well-off society,and the improvement of their qualities is a prerequisite for the construction of such a society.The construction,therefore,should be human-oriented.Close attention must be paid to the poor population and the weak group and their living condition must be improved.Meanwhile,the coordination between man and nature must be promoted to get harmony so that people can have a good ecologic environment to work and live in.Besides,quality-oriented education must be promoted with special attention paid to the dissemination of scientific knowledge so that people can have a sound environment to give full play to their capabilities.
