摘要
光伏发电扶贫项目是国家确立的"十三五"脱贫攻坚战略任务之一,具有十分重要的政治意义和示范效益。由于贫困地区农村电网条件普遍薄弱,实现扶贫光伏系统及时可靠接入,对农村电网改造升级提出了新的要求。针对光伏发电扶贫项目模式和贫困地区农网特点,提出了在扶贫光伏发电系统接入时,应考虑的主要原则,给出了接入不同电压等级配电网的典型方式,并就接入方案适用条件及其之间的差异予以评析。考虑到光伏项目的扶贫属性,还进一步探讨了光伏系统的成本和效益识别,评估了现有光伏发电扶贫模式的经济效益。
The photovoltaic generation for poverty alleviation is one of the strategic tasks of overcome poverty during the 13 th Five-year in China,which has been defined as an important political and demonstrative project. In fact,the development of the rural power grid lags behind. To ensure photovoltaic generation access grid timely and reliable,the upgrading rural power grid is essential and urgent. Based on the operation model of photovoltaic generation for poverty alleviation and the characteristic of rural power grid,the access principle of photovoltaic generation for poverty alleviation and the typical access mode with different voltage in distribution network is proposed. The applicability of typical access mode is discussed detailed. Considering the poverty alleviation pursues of photovoltaic generation,the cost and benefit of photovoltaic generation for poverty alleviation are established in order to evaluate the economic benefit with different operation model.
