摘要
公安机关人民警察的权力结构 ,包括其权力的内部结构和外部结构。内部结构是指人民警察权力的构成要素 ,即权力必须是法律赋予的 ;权力必须是由公安机关人民警察行使的 ;权力行使的目的必须是为履行职责。外部结构 ,其一是权力的种属结构 ,即权力可分为 :总权力、类权力、权力项 ;其二是权力的法律结构 ,分为三层 :即《人民警察法》 ;其它法律、法规的有关规定 ;
The power structure of the people's police of public security units includes inner and outside structure.The inner structure consists in composition factors of the people's police power which must be endowed by laws and be implemented by the people's police of public security units and the purpose of implementing power must be in resposibility.The outside structure includes two aspects:1.the power structure of sort can be divided into general power,sort power and power division;2.legal structure of power can be divided into 'laws of the People's Police',other laws and relevant regulations of statutes and implementing methods in detail.
