摘要
文章就我国现行行政权カ运行的外部环境和外部结构进行深入地探讨,着重研究了我国行政权カ运行的外部环境和结构的现状及存在的主要问题,并结合我国实际提出了如何改革和完善我国行政权力运行的外部结构和外部环境的基本架构和对策。包括有效改善行政权力运行的外部架构;加速政治体制改革进程,进一步完善国家宪制;强化人大职能,切实落实内部分权制衡;改革国家司法制度,加强对行政的法律监督;尽快制订国家新闻法,赋予媒体舆论监督权;切实落实人民当家做主的权利,让人民有效监督政府等方面。只有这样,才能真正有效地防止权力滥用和权力腐败,才能提高行政权カ运行的效能,从而造福于国家、人民和整个世界。
This paper discusses the current andministrative right of our country the external environmental and external structure of operation and studies further the andministrativeright of our country emphatically the major problem of the external environment of operation and the present situation of structure and existence, abroad, solves the practice such as problem and the hint that gives us, and combine the reality of our country and has put forward how to reform and perfect countermeasure and the basic configuration of external environment and the external structure of the andministrative power operation of our country.
