国家利益对立和国内政治现实限制了特朗普在美俄关系上的"操作"空间。所以,在入主白宫后,特朗普的对俄政策很快由暧昧转向强硬,打破了人们对美俄关系改善的期待,最终导致双方形成冷战结束以来最严重的对峙。俄罗斯与西方之间矛盾和分歧的根源在于历史传统和价值观的差异,这是双方互信缺失的根本原因。乌克兰危机改变了俄罗斯与西方关系的结构,美俄关系在短期内难以出现转圜,"新冷战"将成为双边关系的常态。
Donald Trump’s desire to maneuver Russian-US relations for the better has been hampered by conflicts between US and Russian interests and US domestic politics.Thus his Russia policy quickly dropped its initial ambivalence and became very tough,and this dashed any hopes for improvement in the bilateral relationship,leading to the worst tension between the two countries since the end of the Cold War.The root cause of the lack of mutual trust is the different historical traditions and cultural values that underpin the conflicts between Russia and the West.Since the Ukraine crisis has fundamentally changed Russia’s relations with the West,it is unlikely for the U.S.and Russia to patch up any time soon,and a'new cold war'will for a long time be the'new normal'in the bilateral relationship.
