摘要
社会治理活动不可避免地涉及伦理道德的考量,农业社会治理的伦理属性是"纲常伦理",在近代以来领域分离的背景下,社会总体道德状况呈现衰落趋势,除了日常生活领域还在维护道德规范的伦理精神外,公共领域与私人领域逐渐成为道德规范无涉的领域。然而,20世纪后期出现了领域融合的迹象,伦理关系有希望成为基础性的社会治理关系,公共管理伦理成为规范多元治理主体的新的职业伦理。服务型政府则基于道德思考与判断并引导社会采取道德的行动而成为道德自觉的主体,实现依法行政与以德行政的结合。
Social governance activities inevitably involve ethical considerations,and the governance in agricultural society is subject to the order of hierarchical ethics.Yet social moral situation in its totality has been showing a trend of decline in the context of domain separation since the modern times,both the public and private domain gradually become morality-free,except for the daily life domain.However,signs of domain fusion have been around since the late 20^(th) century,ethical relationship could become the fundamental relation of social governance and public management ethics would prove to be the new professional ethics for multiple governance subjects.Based on moral thinking and judging to guide social action,service-oriented government turns out to be the subject of moral consciousness,realizing the combination of administering by law and administering with virtue.
