摘要
美国公共外交肇始于冷战时期的杜鲁门政府,作为与传统武力对抗形式不同的软实力工具,对外援助是其中的重要内容。'和平队'志愿服务组织是肯尼迪'和平战略'中的一项重要抓手。一方面,它服务于美国的国家利益——安全利益为首、经济利益为辅,同时强化公共外交,塑造美国的良好国家形象;另一方面,'和平队'组织是美国渗透社会主义阵营、遏制共产主义蔓延的冷战策略中的重要组成部分。本文从公共外交角度对这一组织的意义和影响进行分析。
American public diplomacy originated from the Truman government during the'Cold War'.Foreign aid holds an important place in soft power which is different from traditional forms of armed confrontation.The'Peace Corps',as a volunteer organization,is an important component of Kennedy’s'Peace Strategy'.On the one hand,it serves the national interests of the United States,which gives priority to security interests and a secondary role to economic interests,and then strengthens public diplomacy with the aim to build a good national image of the United States.On the other hand,the'Peace Corps'organization is also an important part of the'Cold War'strategy of the United States to infiltrate the socialist camp and curb the spread of communism.From the perspective of public diplomacy,this paper analyses the significance and impact of this organization.
