Dynamic Supply-demand Equilibrium of Beijing Water Resources Based on Total Amount Management

摘要 基于总量管理策略,以吴季松教授创立的水资源总量控制工程管理动平衡态模型为理论基础,开展北京市水资源系统管理应用研究。研究从生活用水、生产用水和生态用水方面分析了北京市水资源需求的发展特点,并从地表水供给、地下水供给和再生水供给方面分析了水资源供给的现状及未来发展趋势,对2015~2050年北京市水资源动态供需平衡关系进行了预测评价。为实现北京市水资源动态供需平衡,应合理利用南水北调水资源,提高再生水利用规模,加大地表水资源和再生水资源的供给,并从长远考虑,建议从人口总量控制、实施渤海水淡化调水入京、实行严格的水资源管理制度等方面采取措施,保障北京市水资源的可持续发展。 Based on the method of Total Amount Management,the dynamic equilibrium model of water resources total amount control and management created by Professor Wu Jisong is used as the theoretical basis to research the management process of water resources system in Beijing.The water demand characteristics are analyzed from the aspects of living water,process water and ecological water.Meanwhile,the characteristics of the current situation of water supply and the development trends are analyzed in terms of surface water,groundwater supply and recycled water.The dynamic balance relationship from 2015to 2050is forecasted and evaluated.In order to achieve a dynamic balance between supply and demand of water resources in Beijing,it was suggested that the South to North Diversion Water should be rational used and the supply of surface water and recycled water scale be improved to increase the water supply.Finally the advice on controlling the total population,broadening more extraterritorial water diversion channels,strictly strengthening water management system and raising the public awareness of water conservation is given to ensure the sustainable development of water resources in Beijing.
