摘要
实战型指挥中心应具备信息处理和信息预警能力,快速反应和整体联动能力,实时跟踪和有效处置能力,实战演练和反馈纠偏能力。面对实战型指挥中心建设中存在的资源整合不充分,整体发展不够均衡;应急管理不健全,服务实战能力不足;队伍结构不合理,综合素质有待提升等问题;公安边防部队应明确职能定位和建设标准,着力完善实战指挥体系;突出信息支撑和信息研判,着力提高科技应用水平;深化预案清理和勤务改革,着力提升精确打击能力;强化人员配备和技能培训,着力打造过硬干部队伍;完善会商值班和工作运行,着力增强服务实战能力。
The Actual Combat Command Center should have the ability of information processing and information warning, rapid response and the overall linkage, real-time tracking and effective disposal, actual combat training and feedback correction. Confronted with the existing insufficient resources integration and the non-balanced overall development, the inadequate emergency management and imperfect actual combat capability, and the unreasonable team structure and the relatively low comprehensive quality, the Public Security Border Control Force should clarify the function orientation and construction standard to perfect the actual combat command system, highlight information support and information research to improve the application of science and technology,deepen the emergency plan cleaning and duty system reform to boost the precision strike capability,strengthen personnel allocation and skills training to build the team of high quality, and refine the consultation and working operation to enhance the service capability for the combat.
