事故应急处置网络的联动能力研究与分析 被引量:1

摘要 事故事件作为社会公共安全的重要威胁源,极易造成巨大经济损失,甚至导致人员伤亡。事故事件是随机事件,如何强化事故应急处置网络的联动能力,分析其内部规律是该领域亟待突破的重要问题。本文引入Uncertainty factor参数因子,建立了应急资源联动的模型,引入Lyapunov Function推导和分析了应急资源联动的有效性,提出联动取证依据,分析了资源连通率、事故应急处置网络覆盖、备用资源数和事故应急不确定性等对联动能力及有效性的影响。理论分析和仿真实验表明,资源连通率、事故应急处置网络覆盖、备用资源数概率与事故应急处置网络的全局和局部联动有效性是负相关的。 As an important threat source of social public security,accidents can cause huge economic losses and even casualties.Accident is a random event,how to strengthen the linkage ability of the emergency response network and analyze its internal law is an important problem that needs to be broken through in this field.This paper introduces the Uncertainty factor parameters,establishes the emergency resource linkage model,introducing the Lyapunov Function derivation and analysis of the effectiveness of emergency resource linkage,linkage analysis based on the evidence presented,resource connectivity,network coverage,emergency disposal and emergency standby resources the number of uncertainties on the ability and effectiveness of the linkage.Theoretical analysis and simulation results show that the resource connectivity,the number of contingency network coverage and the number of standby resources are negatively related to the global and local linkage effectiveness of the emergency response network.
