摘要
海警部队是国家海上搜救系统的重要组成部分,本文结合公安边防部队现有的指挥体系,通过分析海上搜救协同指挥机制,提出海警部队海上搜救组织指挥体系由应急领导机构、应急指挥机构、现场指挥机构和海警舰艇搜救力量等组成,在应急计划中明确海上搜救通信协调机制。
China marine police force is an important part of national maritime searching and rescue system.Based on the existing command system of public security border,this paper analyzes coordination command mechanism of maritime searching and rescue,and brings forward that the searching and rescue organizations of the marine police force are composed of leading institutions from the emergency command system,emergency command institutions,command agencies on scene and marine police force searching and rescue and defines the coordination mechanism for maritime searching and rescue communications in emergency response plans.
