摘要
随着国家对自然资源管理的日益重视,如何有效整合各类自然资源调查数据,实现基础调查与专项调查的无缝衔接,成为提升自然资源管理效能的关键。为了打造统一高效的自然资源调查监测体系,本文以东营市为例,结合自然资源管理工作需求和面临的问题,梳理基础调查和专项调查的标准和技术规程,找出两种调查的衔接点和差异点,构建衔接机制,探索解决途径,实现两种调查有效衔接,以期为相关研究工作提供参考和借鉴。
With the increasing emphasis on natural resource management by the country,how to effectively integrate various types of natural resource survey data and achieve seamless connection between basic surveys and special surveys has become the key to improving the efficiency of natural resource management.In order to create a unified and efficient natural resource investigation and monitoring system,this paper takes Dongying City as an example,combined with the needs and problems of natural resource management,sorts out the survey standards and technical procedures of basic investigation and special investigation,finds out the connection points and differences between the two surveys,constructs a connection mechanism,explores solutions,and realizes the effective connection of the two surveys,in order to provide reference and reference for related research work.
