摘要
省级自然资源调查监测评价标准体系的构建,是贯彻落实新发展理念、推进自然资源管理体制改革的重要举措。本研究结合河北省情,将学理、法理和管理相结合,形成了河北省自然资源调查监测评价的“7+1”分类体系,构建了包含工作层、职能层和业务层的河北省自然资源调查监测评价标准体系,分别从通用标准子体系、调查标准子体系、监测标准子体系和评价标准子体系明确了标准适用范围。标准体系的构建可以为河北逐步实现山水林田湖草的整体保护、系统修复和综合治理提供基础支撑。
Establishing the provincial standards system of natural resources investigation,monitoring and evaluation is an important measure to implement the new development concept and promote the reform of natural resources management system.Combined with the situation of Hebei province,the"7+1"classification system of natural resources investigation,monitoring and evaluation in Hebei province is formed by combining theory,jurisprudence with management.The standards system of natural resources investigation,monitoring and evaluation in Hebei province is established,including working level,functional level and business level.The applicable scope of standards is detailed from the general standard subsystem,investigation standard subsystem,monitoring standard subsystem and evaluation standard subsystem respectively.The construction of the standards system can provide basic support for Hebei to gradually realize the overall protection,systematic restoration and comprehensive management of lakes and grasses in landscape forest fields.
