摘要
农村电商作为数字乡村建设的突破口,为农民农村共同富裕注入新活力。基于陕西省655份实地调研数据,运用Tobit模型分析小农户融入电商价值链对共同富裕的影响及其作用机制。结果表明:小农户融入电商价值链对推进共同富裕实现起“赋能”作用,不仅能够提升收入水平和幸福感,还能缩小收入差距,使用工具变量和倾向匹配得分法解决内生性问题后,仍得到一致结论。在作用机制上,信息获取能力、市场对接能力和市场风险抵御能力等内生发展能力在小农户融入电商价值链助推共同富裕过程中发挥着中介作用。拓展性分析发现,实行电子商务进农村综合示范县改革地区的小农户融入电商价值链的共富效应更加明显,且小农户融入电商价值链的共富效应存在收入水平差异,中等收入水平小农户融入电商价值链的共富效应更加显著。据此,提出地方政府要为小农户提供良好的制度和物质保障、加强数字技能培训、促进电商技术扩散等政策建议促进小农户融入电商价值链并助推共同富裕。
As a breakthrough in digital village construction,e-commerce in rural areas has injected new vitality into the common prosperity of both the farmers and the rural areas.This paper explores the impact of small farmers’integration into the e-commerce value chain on common prosperity.It studies its mechanism of action by using the Tobit model based on 655 field research data in Shaanxi province.The study shows that smallholder farmers’integration into the e-commerce value chain plays an“enabling”role in promoting the realization of common prosperity,not only enhancing their income level and sense of well-being but also reducing the income gap,which remains consistent after the instrumental variables method and the propensity matching score method were used to address endogeneity issues.Meanwhile,in terms of the mechanism of action,farmers’endogenous development capacity such as information access,market connectivity,and market risk resilience,plays an intermediary role in their integrating into the e-commerce value chain to promote common prosperity.In addition,expansion analysis found that the common prosperity effect of small farmers’integration into the e-commerce value chain is more obvious in comprehensive demonstration counties where reform is being carried out for e-commerce to enter rural areas,and that differences exist in the income levels in the common prosperity effect among smallhoder farmers who have integration into the e-commerce value chain,the medium-income smallholder farmers’integration into the e-commerce value chain has more significant common prosperity effect.Based on this,policy recommendations are proposed that local governments should provide good institutional and material safeguards for smallholder farmers,strengthen digital skills training,and promote the technology diffusion of e-commerce to facilitate smallholder farmers’integration into the e-commerce value chain to promote common prosperity.
