摘要
随着生活垃圾分类逐步推广、减污降碳协同进入提速阶段,垃圾焚烧设施面临处置技术革新、跨区域联合焚烧模式兴起、一般工业固体废物掺烧渐成趋势、垃圾热值变化影响设备运行状态等局面。基于当前形势,监管工作也面临新的挑战,在确保运行企业安全生产、达标排放、合规运行的同时,监管主体还应通过创新监管机制、提升自身业务技能来提升监管服务能力。本文提出的对策包括实现从监督性监管向服务型监管模式转变、加强运营绩效等提升性内容服务指导、借助信息化手段提高监管服务能力等,以期能够协助运营企业应对变化、提升绩效,进一步推动行业服务能力提升。
With the gradual promotion of household waste classification and the acceleration of pollution reduction and carbon reduction coordination,waste incineration facilities are facing the innovation of treatment technology,the rise of cross-regional joint incineration mode,the trend of mixed combustion of general industrial solid waste,and the change of waste calorific value affecting the operation status of equipment.Based on the current situation,the regulatory work is also facing new challenges.While ensuring the safety of the operation of enterprises,emissions standards,compliance with the operation of the same time,regulators should also innovate the regulatory mechanism,improve their own business skills to improve the regulatory service capacity.The countermeasures proposed in this study included the transformation of the mode from supervisory supervision to service-oriented supervision,the enhancement of content service guidance such as operational performance,and the improvement of regulatory service capabilities by means of information technology.In order to assist operating enterprises to cope with changes,improve performance,and further promote the industry service capabilities.
